Filter > Texture > Texturiser, Texture: Sandstone, Scaling: 126, Relief: 5
Filter > Texture > Texturiser, Texture: Brick, Scaling:  200, Relief: 5 (use perspective and skew tools - if it doesn't work, resort to Sandstone with a different scale)

Don't forget: 

-When doing rain, make sure Pixel (foreground character) and black foreground wall thing are not selected.
-Use gradient: Colour --> Transparent for light coming out of windows.  Don't forget to include split down the centre for where the bar separating the two panes are.
-To anti-alias, reduce image size.
